Ron Owens, DC ANG 113th Wing avionics specialist, explains the design of an F-16 fighter jet. The tour is part of the D.C. Air National Guard and 459th Air Refueling Wing joint venture "Pilot for a Day" here Oct. 4. The outreach program offers aircraft and squadron tours, lunch and full accommodations for children with serious or chronic conditions.
